Initiation of safeguard investigation requires a written application by or on behalf of a domestic producer, supported by evidence of increased imports, serious injury or threat of serious injury, causal link, and the effect of customs duty reduction or elimination under the Trade Agreement. The application must also state the adjustment efforts made or planned to meet import competition. The Director General may initiate only after satisfying himself that sufficient evidence exists, and may also act suo motu on information from Customs or any other source.
