Savings clause preserves pre repeal rights, liabilities and procedural rules despite statutory repeal and limits revival of extinct provisions.

Clause 237 preserves the effects of repealed enactments by protecting rights, titles, obligations, liabilities, remedies, proceedings, releases, discharges and indemnities arising before repeal, maintains applicable principles, rules of law, practices, usages and offices derived from repealed provisions, and prevents revival of matters not currently in force; it also clarifies that this preservation does not prejudice the general operation of section 6 of the General Clauses Act, 1897. Clauses 236-238 repeal or amend enactments in the Fifteenth Schedule to remove or modify provisions relating to imposition of cess as specified.
