Mediation and Conciliation Panel enables referral of proceedings to appointed experts with recommendations subject to objections.

Establishes a Mediation and Conciliation Panel of prescribed experts for mediation during proceedings before the Central Government, the Tribunal, or the Appellate Tribunal; parties may apply with prescribed form and fees for referral, or the authority may refer matters suo motu. The authority appoints experts, and prescribed fees, terms, procedures and a time-limited disposal and forwarding of recommendations apply; parties may object to the panel's recommendations with the referring authority.
