Power to remove difficulties permits government orders to address implementation gaps, with publication and parliamentary scrutiny.

The Central Government may make, by order published in the Official Gazette, provisions not inconsistent with the Act to remove difficulties in giving effect to the Act; such orders are subject to a two year temporal limitation and must be laid before each House of Parliament as soon as may be after being made.
