Validation of acts: past settlement actions deemed retrospectively effective as if subsequent amendments always applied.

Any act or thing done, or purporting to have been done, under the principal Act in respect of settlement of administrative and civil proceedings is deemed valid and effective, with retrospective effect, as if the amendments to the principal Act had been in force at all material times.
