Appointment of officers: Government may appoint officers and the Commissioner may allocate statewide or local jurisdiction.

The Government may appoint further persons as officers under the Act. The Commissioner has jurisdiction over the whole State; the Special Commissioner and Additional Commissioner have jurisdiction over the State or, as directed by the State Government, over specified local areas for assigned functions. Other officers have jurisdiction as the Commissioner specifies, either statewide or within local areas, and may be subject to conditions prescribed by the Commissioner.
