Lay before Parliament requirement ensures rules are presented for parliamentary scrutiny and may be modified or annulled.

Rules made under the Act must be laid before both Houses of Parliament for an aggregate period while in session; if, before the expiry of the next session, both Houses agree to modify or to annul the rule, the rule shall thereafter operate only as modified or shall be of no effect, without prejudice to the validity of anything previously done under that rule.
