Majority decision rule: bench disagreements are referred to the chairman or a third member and decided by majority.

If two Members of a Bench differ, they must record the points of difference and refer them to the Chairman, who may hear them or refer them to a third Member; the points are decided according to the opinion of the majority of the Members of the Appellate Tribunal who have heard the case, including those who first heard it.
