Rule 12 of the Intellectual Property Rights (Imported Goods) Enforcement Rules, 2007 creates an exclusion from the enforcement framework for goods of a non-commercial nature. The exclusion applies where goods are contained in personal baggage or sent in small consignments intended for the importer's personal use.
