....line. Based on the IGM, the Preventive Officer will grant entry-inward to the vessel in EDI system. After granting entry-inward, if containerised cargo is meant for transhipment to ICD/CFS, the Steamer Agent will file Sub-IGM depending on the destination ICD or CFS (Transhipment). After sub-IGM is filed, subsequently Sub Manifest Transhipment Permit (SMTP) shall be approved by the concerned Superintendent/Appraiser. The SMTP will contain Container No., Seal No., Importer details, Destination ICD/CFS, Cargo description and TP Bond details etc. Normally, if there is no alert notice/intelligence information available/shared against the containerised cargo or Shipping Line, the transhipment permission should be granted. 1.2 (A) Execution of Transhipment Bond :- The carrier of goods (which are meant for transhipment to ICD/CFS) shall execute a transhipment bond along with Bank Guarantee(as applicable). The bond will cover the value of the goods and the same will be accepted by the Assistant Commissioner/Deputy Commissioner in-charge of PICT. However, in case of genuine difficulty further extension of a period not exceeding 6 months at a time can be granted by the Commissioner of Customs. 3. Transhipment of Import Containerized Cargo to SEZ In case of import of containerized cargo meant for transhipment to SEZ, the steamer agent has to file the IGM mentioning the Container details along with the SEZ name and code. Based on the IGM, the importer/Customs Broker shall file the Bill of Entry in SEZ online system. The Authorized officer will assess the Bill of Entry in online system. The assessed Bill of Entry copy will be transmitted to designated Customs officer of PICT through interlinked EDI system. Once the designated Customs officer received the assessed Bill of Entry copy in system, the same will be treated as permission for transfer of goods to SEZ, as per Rule 29 of SEZ Rules, 2006. ....esponsibility for transhipment of the goods to be exported through the PICT and will be treated as the Transhipper. 4.3 Application for ETP: After LEO is given, the transhipper is required to file the ETP Application request in the Service Centre at the ICD/CFS in the format provided in Annexure-1(Annexed to Public Notice No. 02/2024). The details sought as per Annexure-I have to be furnished to the Service Centre operator and he will enter the data in the EDI system and generate the check list. The Transhipper then verifies the check list and acknowledge the data entry for submission in ICES or the transhipper can directly submit the same in the ICES. 4.4 Approval of Export Transhipment: Once the ETP application is submitted, the same will be verified by the Superintendent/Appraiser of the ICD/CFS for approval in the EDI system. The ETP permit gets printed after due approval. The Preventive Officer/ Inspector concerned shall allow the container to move out the ICD/CFS based on the copy of the ETP.
