....;ै :- Before parting, we would like to put it on record that off late we find that whenever we order any officer to appear either in person or through video conferencing, invariably, we also ask the officer to submit an explanation on affidavit prior to the next date fixed in the matter. Such files are sent to our residence so that we may go through the affidavit, if any, filed by the officer, so that not much time is consumed during course of proceedings, however, almost every day we find that the affidavits which are required to be filed before the date fixed are not on record, and invariably, they are filed on the date fixed in the Court itself. This is not at all a happy state of affairs, as, it unnecessarily wastes our time. On being confronted, Shri Manish Mishra, learned Additional C.S.C. informs that this is a difficulty which they are also facing, and this is on account of the fact that the officers do not contact the C.S.C. office well in time so that such affidavits can be filed at least three or four days prior to the date fixed.
