Hence, parameters of test laid down in point (4) of the aforementioned tab 3.7.5 The said products transmit the measurements through desired communication protocol. It has no components that permit control on the measured liquids. Hence, the said product is an independent product different from automatic control equipment's. Upon perusal of the technical documents of the said product, it is submitted that the said product is marketed only as a measuring device only and not as a controlling device. Reliance is placed on the decision of Hon'ble CESTAT (Bangalore Bench) in the case of Bosch India Ltd. v Commissioner of Customs, Bangalore, 2021 (375) E.L.T. 227 wherein similar issue pertaining to the classification of sensors was raised. In the present case, the subject goods-namely, (i) AquaTrans AT600, (ii) PanaFlow LC, (iii) PanaFlow LZ, (iv) PanaFlow HT, (v) TransPort PT900, and (vi) PanaFlow Z3-are ultrasonic flowmeters designed to measure the flow rate of liquids within a pipe using ultrasonic sound waves. Accordingly, these goods fall squarely within the scope of heading 9026. Further, under the first single-dash subheading 9026.10, which covers instruments and apparatus "for measuring or checking the flow or level of liquids", the Customs Tariff Item (CTI) 90261010 specifically provides for "Flow meters." Upon the sequential application of the classification rules outlined in Note 2 to Chapter 90 for parts of goods falling under heading 9032, it is evident that CTI 90261010 is the most specific description applicable to the subject goods.
