.... (iii) Export of cargo tendered at one Customs airport for export from another Customs Airport. These three types of transhipments will be processed as below- 2.1 Transhipment of Cargo from a Gateway Airport to an Inland Airport: (Indian Imports) (i) On arrival of flight, the transhipment cargo should be segregated in Custodian's premises, if the same are not palletised and for which ramp to ramp transfer is not possible. (ii) For transhipment of cargo, the carrier/console agent is required to file an application for transhipment of cargo, consigned to another airport as indicated in MAWB/HAWB. Cargo Transfer Manifest (CTM) prepared by the carrier/console agent, as the case may be, shall itself be treated as application for transhipment. Separate CTMs may be prepared destination-wise. Such transhipment should be approved by the Proper Officer of Customs (Asstt./Dy. Commissioner of Customs). (iii) The cargo mentioned in the CTM needs to be escorted by the Customs Preventive Officer from the warehouse of the Custodian to the warehouse of receiving Airlines/Custodian who acknowledges the receipt. ....s (Transhipment) will be the proper officer to allow such transhipment and the same will be marked to Import Freight Officer (IFO)/ Export Freight Officer (EFO) for release of the cargo from Import/Transhipment shed for onward shipment to its destination as per the Airway Bill and label on the packages. 2.3 Indian Export Cargo tendered at one Customs Airport (NSCBI Airport) for export through another Customs Airport (Gateway Airport): (i) Shipping Bill shall be filed and assessed at the originating Customs station (NSCBI Airport) and "Let Export Order" should be given by the Customs at the same station. TP/CTM should be sent along with the cargo and Transhipment Bond of Airlines shall be debited for the value of cargo. TP application can be approved by Superintendent (TP) after receipt of the export goods at shed and the same can be allowed shipment by Export Freight Officer (EFO) after "Let Export Order" by Shed Officer. (ii) On arrival at the Gateway Airport, the cargo should be taken to the warehouse of the domestic Airlines/Custodian in a clearly identified area. Air Transshipment movement may be through Air/or Road. 3.3 Filing of Cargo Transfer Manifest (CTM) at Service Centre: The importing Airlines can file CTM through Service Centre for the cargo to be transhipped. CTM is a pre-requisite for Transshipment movement. CTM will be filed by the importing Airlines which has filed the Import General Manifest (IGM) for the said transshipment cargo. The details of the cargo to be transhipped to other Airport will be provided to Customs through this CTM. For filing of CTM the following pre requisites should be fulfilled: a. CTM request can be filed only after IGM has been filed by the importing Airline as per existing process. b. Further, if the HAWB-level records are to be specified then the Consol Manifest must also exist. Consol Manifest can be filed by Consol Agent as per existing process. c. The Custodian who takes custody of cargo from importing airline should be registered with ICES 1.5 Custodian Agency Directory Module with PAN details. ....f Gate-in process at Destination Air Site is to record the actual arrival of Transhipped Cargo at the Destination Site. This process is carried out in the ICES System by the Gate-In-Officer (GAT) based on inputs provided by the local Custodian. This facility will be made available at the Destination Airport Site. Bond re-credit at the Gateway Air Site is dependent on this process. The following are pre-requisite for Gate-In process at Destination Air Site. (a) Transshipment Permit has already been (TP) granted by ACT at the Gateway Air Site (NSCBI Airport): (b) Cargo loading report has been fed into the system by the Preventive Officer (PO) at the Gateway Air Port; (c) Cargo has been physically transported to the destination site and received by the Custodian at the destination site. (d) Custodian has presented a signed copy of the list of packages/packets received line-wise. It is expected that the Custodian will furnish the arrival list of cargo after necessary segregation of cargo.
