In the present case, the backbone is unequivocally a polyether chain, and the polysiloxane component is neither predominant nor structural. Therefore, the chemical composition of the main component leads directly to Heading 3906. Subheading 3906.90.90 is the residual code for various acrylic copolymers in their liquid/solution form that do not meet the strict specifications of the other subheadings.
