....d that (i) the principal responsibility to ensure fair and transparent auctioning of all the subject properties lies on HPSC; (ii) the involvement of private entities in such process may be minimized and be limited only for the purpose of completing and compiling pre-auction data/records; (iii) the HPSC, if it has already resolved, may continue with the e-tendering through e-portal for the purpose of auctioning all the properties. However, the details of inviting such e-tenders along with the description of the e-portal be published in a local newspaper so that the factum of e-auctioning gets wide publicity. ....wo weeks form the date of receipt of communication from the Member Secretary of HPSC. 8. During the course of hearing and on a query by us, it is informed by learned counsel for the parties that the HPSC has been able to meet on 13 occasions in almost 7 months. We find that this has led to creation of an anomalous situation. We say so for the reason that we have fixed the honorarium of the Member Secretary-cum-Nodal Officer of the Committee, who is a whole-time officer, at Rs.7,00,000/- per month (instead of Rs.75,000/- per sitting day). However, the Chairperson and other member of the Committee continue to draw honorarium of Rs.2,00,000/- and Rs.1,50,000/- per sitting date.
