The authorities failed to provide conclusive evidence regarding the physical characteristics of the goods to justify the classification under Heading 9001. The CESTAT emphasized that classification must be based on actual physical characteristics, and authorities must gather product specifications, manufacturing process details, compliance with standards, contract copies, and expert opinions if required. Mere assumptions and presumptions are insufficient when the critical characteristic for classification, i.e., whether the fibres are individually sheathed or not, is ambiguous.
