Language of Tribunal.- (1) The proceedings of the Tribunal shall be conducted in English. (2) No appeal, application, document or other papers contained in any language other than English, shall be accepted by the Tribunal unless the same is accompanied by a translation thereof in English attested by a translator and countersigned by the party concerned. 4.
