The appellant is engaged in the manufacture of sugars. The scheme enabled sugar factories to become viable by utilising additional funds generated to such incentives for repayment of loans advanced to them by Central Financial Institutions. It was stated that the Incentive Scheme permitted sugar factories to have a higher free sale quota.
