To be noted, Circular dated 01-02-2000 is based on the observations made by a Full Bench of this Court in State of Tamil Nadu Vs. Tvl.Arulmurugan and Co.((1982) 51 STC 381). For the sake of convenience, the relevant part of the said Circular is also, extracted hereunder: "the first original assessment order is to be passed with the maximum available 'C' forms.
