Now coming to the ground of applicability of provisions of Rule 3(3)(b) in the instant case raised by the Revenue, I find that under Rule 13 of the Valuation Rules, 2007, Interpretative Notes to Rule 3(3) explain that Rule (3)(3)(a) and Rule 3(3)(b) provide different means of establishing the acceptability of a transaction value.
