The proviso to sub-section (2) empowers the Commissioner on his own or on the basis of the reasons recorded by the assessing authority to reopen an assessment notwithstanding that such assessment or reassessment may involve a change of opinion. (supra) the following principles have been laid down after considering the earlier decisions of this Court on the subject :- "(1) Section 21(2) provides that permission can be granted even if there is change of opinion.
