Where by reason of the provisions of paragraph 1, a person other than an individual is a resident of both Contracting States, then it shall be deemed to be a resident of the State in which its place of effective management is situated. ....uthority of a Contracting State in the collection of a revenue claim shall include: (i) a certification by such authority-that, under the laws of that State, the revenue claim has been finally determined and concerns a tax covered by the Agreement; (ii) an official copy of the notice issued by the authority collecting the tax. 3.
