We are of the considered view that Section 149 of the Act governs that field which is not covered by the proviso to Section 147 of the Act. The proviso to Section 147 of the Act is a specific provision laying down a special limitation in cases of assessment made on scrutiny where there has been full and complete disclosure of material facts.
