As per the provisions of Regulation 9 (2) of the Custom House Agents Licensing Regulations, 2004, the appellant filed necessary intimation in Form-C to the Commissioner of Customs, Mumbai for carrying out the duties as CHA at Custom House Mumbai. The Commissioner of Customs, Mumbai initiated proceedings under Regulation 22 of the Regulations vide Notice dated 26.6.2006 for revocation of the CHA Licence. Thereafter, enquiry was held and after affording the opportunity of hearing the Commissioner of Customs, Mumbai passed the following order: "31. The other Commissioner at the best can withdraw the order vide which the CHA was allowed to function under their jurisdiction. 4. As the proceedings for revocation of the licence has been initiated by issuing show cause notice by the Commissioner of Customs, Delhi. Therefore, we are not going into the merits of the case.
