Ms. No. 498 dated October 16, 1989, there is no scope for the latter submission, because clause 3 of the order provides that small-scale industries are entitled to sales tax holiday in all districts in the State for a period of five years subject to a ceiling of Rs. 35,00,000 on sales tax during the entire holiday period.
