It is also necessary for us to note that this rule had come to be amended by Notification No. FD 105 CSL 90 dated 23rd May, 1990, wherein sub-rule (5) had come to be introduced as under: "(5) The authority for the purpose of sub-section (4) of section 28-AA and this rule shall be the officer-in-charge of the first check post or barrier issuing the transit pass under sub-section (1) of said section."
