Be that as it may. As per the records, the Department has pasted the copy of the order on 28-4-98. According to the party, the said copy was torn and he could not file an appeal against the said order accordingly he has requested the Department, to supply a legible copy to enable him to file an appeal. This plea was neither rejected nor Department struck to the stand about the service of impugned order. The Department took time nearly 2 years in supplying the legible copy.
