.... appellant does not deny the contravention of Clauses (f) and (g). The cargo initially unmanifested is liable to confiscation under clause (g). It was unloaded before any manifest was filed for it, clearly in contravention of provisions of Section 30 of the Act. 3. We also note that the cargo initially unmanifested was 2/3rd of the total cargo of the ship and there is no satisfactory reason ....
