It was not disputed that the firm contract had been entered into with the foreign supplier before the date of Public Notice dated 22-7-1982. This contract was confirmed by the foreign supplier on 12th July, 1982. Thus at the time of entering into contract or on the date of confirmation of the contract the appellants were not required to register their contract with the Iron & Steel Controller, Calcutta.
