The 1961 Act does not create a charge upon any particular asset in the sense in which the expression 'creation of charge' is understood in the context of the Transfer of Property Act, 1882. As far as the 1961 Act and the Act are concerned, the word 'charge' appears to have been used in connection with tax only in the sense of levying or imposing the tax.
