Amendment imposes a prohibition on the direct or indirect export to, or import from, Iran of items, materials, equipment, goods and technology which could contribute to Iran's enrichment-related, reprocessing or heavy water activities or to the development of nuclear weapon delivery systems, covering items listed in INFCIRC/254/Rev8/Part I (Sections B.2-B.7 and A.I and B.I) and items listed in S/2006/815, subject to limited exceptions for light water reactor equipment and certain low enriched uranium fuel element components and specified Category II items.

The Foreign Trade Policy amendment permits exports of sugar executed under valid Release Orders issued by the competent Directorate within government-approved quantity limits, excluding such exports from the general prohibition; shipments exceeding those limits require fresh governmental approvals prior to further release.

EDI shipments entitlement extended to all exports routed through customs EDI enabled ports, broadening scheme coverage.
Entitlement under the scheme shall be granted to all shipments that are exported through Customs Electronic Data Interchange (EDI) enabled ports, thereby extending scheme eligibility to exports routed via Customs EDI systems.

Prohibition on imports and exports with Korea narrows to preserve existing sugar export licences and obligations for licence holders.
The amendment adds a proviso to Paragraph 3 of Notification No.18 (RE-2006)/2004-2009 establishing that the prohibition on specified imports and exports involving Korea shall not apply to exports of sugar by advance licence holders existing on 4/7/2006, to the extent of their obligations on that date.
