Exemption for organic sugar exports: release order requirement waived subject to APEDA certification, contract registration and EDI port shipment.
Export Licensing Note 2 exempts organic sugar exports from the release order requirement by the Chief Director (Sugar) where such exports are within an annual ceiling, are certified by APEDA as organic, have export contracts registered with APEDA prior to shipment, and are exported only through Customs EDI ports; the amendment takes effect immediately and is incorporated into Chapter 17 of Schedule 2 of the ITC(HS) under the Foreign Trade Policy.

Export of organic pulses allowed with annual ceiling, APEDA certification, contract registration and EDI port shipment requirements.
Export of organic pulses and lentils is permitted subject to an annual ceiling of 10,000 MTs, with exports requiring APEDA certification as organic, pre-shipment registration of export contracts with APEDA, and dispatch only from Customs EDI Ports; the amendment revises earlier notifications to give immediate effect to these conditions under the Foreign Trade Policy.

Organic edible oil export exemption permits annual shipments up to a capped quantity subject to certification and pre registration.
The notification carves out an exemption from the edible oils export prohibition to allow export of organic edible oils up to 10,000 MTs per annum, subject to certification by the designated agency, pre shipment registration of export contracts with that agency, and shipment exclusively through Customs EDI Ports; this exemption is additional to earlier relaxations for specified oil categories while the prohibition remains effective until 30.09.2011.

Export of guar gum: prior trace PCP limit for EU exports reinstated by rescission of the intervening restriction.
The Central Government rescinds Notification No. 47(RE-2010)/2009-2014 (18.05.2011), removing the prohibition on any proportion of Penta Chlorophenol (PCP) in guar gum exported to the EU, and thereby reinstates the earlier condition from Notification No. 50 of 06.07.2010 permitting consignments to contain PCP up to the previously authorised trace limit for exports to the EU.

Pre-shipment inspection agency addition: Municipal Corporation of Delhi authorised to conduct preshipment inspection for meat exports.
Municipal Corporation of Delhi (MCD) is added as a preshipment inspection agency by amending Note 4, Chapter 2 of Schedule 2 of ITC(HS). Export of canned meat products and meat of buffalo, goat or sheep shall be subject to preshipment inspection by the State Directorate of Animal Husbandry, Export Inspection Agency, Directorate of Marketing and Inspection or Municipal Corporation of Delhi in accordance with either exporting country standards or standards under the Meat Food Products Order, 1973 under the Export (Quality Control and Inspection) Act, 1963.

Export restriction on guar gum: exports allowed only with health certificate and PCP-free analytical report.
Exports of refined, treated or pulverized guar gum to the European Union for human or animal consumption are allowed only if accompanied by a Health Certificate from the authorized representative (SHEFEXIL) and the original analytical report from Vimta Labs certifying that samples taken by the authorized representative contain no Penta Chlorophenol (PCP) in any proportion, replacing the earlier permitted trace tolerance.

Minimum export price for Bangalore Rose and Krishnapuram onions amended, changing the notified FOB benchmark.
Amendment to the Foreign Trade Policy under Section 5 replaces the previously notified Minimum Export Price (MEP) for the item at Serial Number 44.02 (Bangalore Rose onions and Krishnapuram onions) with a newly specified MEP per Metric Ton F.O.B., subject to DGFT revision; the amendment takes immediate effect and references earlier and subsequent notifications that altered the MEP previously notified on 23.03.2011.

Export of samples allowed as part of passenger baggage without requiring export authorisation under revised policy.
The amendment adds to Paragraph 2.31 of the Foreign Trade Policy that samples of items otherwise freely exportable under the FTP may be exported as part of passenger baggage without an Authorisation, allowing exporters to carry bona fide trade samples in passenger baggage.

Export permission for wheat to Afghanistan granted to Food Corporation of India, extended through the close of the financial year.
The prohibition on export of wheat in Notification No. 33(RE-2007)/2004-2009 is excepted for a specified quantity to be exported to Afghanistan through the Food Corporation of India. That authorised quantity must be exported out of Central Pool stock by the Food Corporation of India during the financial year 2011-12, with the deadline of 31 March 2012.

Prohibition on wheat exports: exemption permits export of wheat flour to Maldives under bilateral agreement via MMTC Ltd.
An amendment to Notification No. 33(RE-2007)/2004-2009 inserts a sub-paragraph exempting specified quantities of wheat flour from the export prohibition for shipment to the Maldives through the designated PSU MMTC Ltd., limited to the relevant financial year and invoked under powers of the Foreign Trade (Development & Regulation) Act and the Foreign Trade Policy.

Export-import prohibition on goods and technology contributing to Iran's nuclear and missile programmes enforced under trade policy amendment.
Substituted Para 2.1.3 prohibits direct or indirect export and import of items, materials, equipment, goods and technology that could contribute to Iran's enrichment, reprocessing, heavy water activities or development of nuclear weapon delivery systems, covering items listed in INFCIRC/254/Rev.9/Part 1, INFCIRC/254/Rev.7/Part 2 and S/2010/263, and directing reference to the UN Security Council and IAEA websites for the specific lists.

Minimum Export Price set for onions other than specified varieties, altering export pricing requirements and compliance for exporters.
The notification amends prior MEP provisions to set the Minimum Export Price (MEP) for onions other than Bangalore Rose and Krishnapuram at US$ 170 per metric ton FOB, while expressly maintaining the MEP for Bangalore Rose and Krishnapuram onions at US$ 600 per metric ton FOB. The amendment replaces earlier stated MEP figures and is effective immediately, and the text records subsequent substitutions and amendments that adjusted the MEP in successive notifications.

Export of cotton yarn now free, subject to mandatory contract registration and customs verification before shipment.
Export of cotton yarn is changed from restricted to free exports effective 1 April 2011, subject to mandatory registration of export contracts with the trade regulator prior to shipment and customs clearance being permitted only after verification of such registration.

Diplomatic vehicle disposal rules permit sale to non privileged persons under specified regulations governing privileged persons' customs privileges.
The import licensing note for vehicles imported by foreign diplomats and other privileged persons is amended so such vehicles must be disposed of in accordance with the Foreign Privileged Persons (Regulation of Customs Privileges) Rules, 1957, instead of being restricted to sale only to another diplomat and compulsory re export, thereby permitting disposal to non privileged persons under those Rules.

Export controls on SCOMET items require government licence and prior approval for foreign site access under amended trade law.
Notification No. 38 (RE-2010) updates and replaces the SCOMET list, making export of listed Special Chemicals, Organisms, Materials, Equipment and Technologies subject to the licensing regime and provisions of Chapter IV A of the FT(D&R) Act, 1992 as amended in 2010. The Annexure categorises controlled items, specifies technical qualifiers and thresholds, mandates prior government permission for agreements enabling foreign site visits or access, and supplies a glossary and procedural direction to consult the Handbook of Procedures for licensing and compliance.

Export exemption for milk powder and casein consignments handed to customs before cutoff permitted under handbook provision.
Amendment permits application of para 9.12 of the Handbook of Procedure Vol.1 by inserting serial no.3.1 in the earlier notification: export consignments of milk powders (including skimmed milk powder, whole milk powder, dairy whitener and infant milk foods), Casein and Casein products which were handed over to customs for examination and export on or before the cutoff will be allowed for export, thereby relaxing the prior prohibition only for those consignments already tendered to customs.

Minimum Export Price of onions revised by DGFT reducing export thresholds for general and specific varieties.
The notification amends earlier DGFT export notifications by substituting prescribed Minimum Export Price (MEP) phrases for specified onion categories, resetting the MEP for onions other than Bangalore Rose and Krishnapuram to a lower level and separately resetting the MEP for Bangalore Rose and Krishnapuram onions to a reduced level; the amendment takes immediate effect and supersedes prior MEP specifications recorded in earlier notifications.

Export prohibition on pulses extended with exceptions for Kabuli Chana and certified organic pulses under APEDA registration and port rules.
Export prohibition on pulses is extended until 31.03.2012, with two exceptions: Kabuli Chana and organic pulses subject to an annual ceiling and conditions requiring APEDA certification, prior registration of export contracts with APEDA, and shipment only through Customs EDI ports.

Minimum Export Price for onions adjusted to a new FOB threshold, altering permitted export pricing and regulatory compliance.
The Central Government, under Section 5 of the Foreign Trade (Development & Regulation) Act, 1992 and Para 2.1 of the Foreign Trade Policy 2009-2014, sets the Minimum Export Price (MEP) for onions other than Bangalore Rose and Krishnapuram onions at US$ 275 per metric ton F.O.B., replacing the previously notified MEP, with immediate effect; the amendment substitutes the pricing clause in earlier notifications and allows further change as notified by the Director General of Foreign Trade.

Prohibition on export of non-basmati rice amended to permit limited exports to Nepal with brokens capped.
The amendment revises Notification No. 33/2009-14 to require that non-basmati rice exported to Nepal through MMTC shall have a maximum 25% brokens and that the export quantity shall be undertaken by PSUs during KMS 2010-11; all other provisions of the original notification remain unchanged, and the amendment does not apply to the separate Ponni Samba export to Sri Lanka.
