Summary: Dispute concerns entitlement to ITC where suppliers issued invoices using a different GSTIN assigned to the same PAN; the taxpayer relied on Circular No.183/15/2022 GST and prior judicial guidance to require administrative adjustment of eligible credit between GSTINs rather than disallowance, and to ensure equitable treatment when duplicate or incorrect GSTINs were issued.

Summary: Proper electronic authentication controls the validity of notices and orders on the GST common portal. Rule 26(3) mandates issuance through digital signature, e-signature or other notified verification; upload alone does not satisfy that requirement. Multiple High Courts have held unsigned or unauthenticated notices/orders uploaded to the portal lack legal efficacy. The GSTN advisory notes portal generation from officers' DSC-linked logins and verification tools, but it does not replace the statutory requirement of appended digital authentication and is not itself a binding source of law.

Summary: Orders directing convening of creditor or member meetings for a compromise or arrangement require issuance of a Form CAA 2 notice to each registered creditor or member, accompanied by the full scheme and an explanatory statement. The notice must detail meeting logistics, corporate identity and structure, board approval particulars, parties to the scheme, valuation and restructuring information, effects on stakeholders, availability of key documents including audited financial statements and auditor certificates, and voting options including in person, proxy, postal ballot or electronic voting.

Summary: Section 142(2)(a) provides that where a pre appointed day contract's price is revised upwards on or after the appointed day, the registered supplier must issue a supplementary invoice or debit note within thirty days of revision and such document is deemed to relate to an outward supply under the CGST Act; consequently, retrospective upward rent revisions effected after the appointed day are taxable as supplies and GST is payable on the enhanced amounts.

Summary: CBDT announced an administrative extension of the specified date for the filing of audit reports under the Income-tax Act for Assessment Year 2024-25 due to taxpayer difficulties, communicated by Circular No. 10/2024 in F.No. 225/205/2024-ITA-II dated 29.09.2024 and published on the official income tax website to allow additional time for compliance with audit reporting obligations.
Summary: Consolidated monthly accounts up to August 2024 report total receipts composed of tax revenue net to the Centre, non tax revenue and non debt capital receipts, and note a significant transfer to state governments as devolution of tax share which exceeds the previous year. Total expenditure is presented split between revenue and capital accounts, with revenue expenditure including interest payments and major subsidies, and capital expenditure reported separately against the corresponding budget estimates for the year.
Summary: Boards of Small Finance Banks must prioritise governance and oversight to meet financial inclusion objectives, ensuring responsible lending, effective grievance redressal, and participation in government-sponsored schemes. Boards should document deliberations, implement succession planning with adequate Whole Time Director representation, and empower independent assurance functions-risk management, compliance, and internal audit-with direct Board access. Key risks requiring Board scrutiny include concentrated or high-cost funding, weak credit underwriting and recovery practices, cyber-security and IT vulnerabilities, and operational risks from rapid growth and high staff attrition.
Summary: The IBBI is holding its Annual Day to mark eight years of the Insolvency and Bankruptcy Code, featuring keynote lectures, the release of an annual publication "IBC : ", and felicitation of National Online Quiz winners with certificates, medals, and cash prizes. The announcement highlights the Code's practical effects: faster insolvency resolution, increased investor and stakeholder confidence, and a deterrent effect through the potential transfer of control of a Corporate Debtor.
Summary: Restoration of archived GST return data on the Common Portal following implementation of the data archival policy. The policy provided for archival of return data after seven years on a monthly schedule. In response to trade requests, archived return records have been restored to the portal and users are advised to download and preserve required data because the archival policy will be re-applied after advance notice.
Summary: Amendment to Rule 8 permits portal identification using data analysis and risk parameters to initiate Biometric-based Aadhaar Authentication and on-site document verification; GSTN's Odisha rollout sends applicants either an OTP authentication link or an appointment link to book a visit to a designated GST Suvidha Kendra for biometric authentication and original document verification, and ARNs are issued only after these verifications are completed.
Summary: BRAP 2024 establishes a seamless business regulatory framework to streamline approvals, integrate online service delivery, and reduce compliance burdens. It aligns with Reducing Compliance Burden and Decriminalisation initiatives, expands sectoral coverage, and adds ICT adoption and Time and Document Study measures. A next-generation assessment methodology combining evidence and stakeholder feedback will evaluate State and UT reform implementation to reinforce competitive federalism and accelerate Government-to-Business service delivery through the National Single Window and related infrastructure linkages.
Summary: The document urges industry to promote Brand India by prioritising high quality production and increasing domestic value addition under the Make in India framework. It records the Minister's engagement with PLI beneficiary CEOs to obtain feedback on scheme implementation, seeks suggestions on decriminalisation and liberalisation to ease business, and encourages ongoing coordination among implementing Ministries, PMAs and DPIIT. The government commits to fast tracking approvals, providing handholding support, and facilitating technology transfer and foreign collaboration through Invest India to deepen localisation and enhance market access.
Summary: The Bidkin Industrial Area is a 7,855 acre industrial hub developed under the National Industrial Corridor Development Programme and the Delhi-Mumbai Industrial Corridor, executed by Maharashtra Industrial Township Limited, a 51:49 SPV between state and corridor trusts. The government approved phased development with infrastructure-roads, power, water, sewage, and effluent treatment-completed to permit allotment of industrial and mixed use plots. Major corporate commitments represent substantial projected investment and employment, and early allotments signal the project's role in promoting concentrated industrialisation and regional economic growth.
Summary: Co chairing a CEO Forum and Commercial Dialogue aims to promote investment, deepen business engagement, and align public private measures on priority sectors. Negotiations will pursue an MoU to expand and diversify critical minerals supply chains and address supply chain resilience, climate and clean technology cooperation, and bilateral trade policy coordination under the Trade Policy Forum.
Summary: Prime Ministerial guidance and state industrial policy are presented as the principal drivers for transforming Uttar Pradesh into a large-scale economy by leveraging decisive leadership, demand stimulation, demographic advantage and democratic governance. The operative strategy emphasises regulatory simplification, ease-of-doing-business reforms, development of industrial smart cities, and skills development to attract investment, expand manufacturing, reduce out-migration and supply firms with a ready skilled labour pool.
Summary: Decriminalisation of minor regulatory breaches under an expanded Jan Vishwas initiative converts selected criminal offences into civil penalties and administrative actions, removing obsolete provisions and reducing legal and judicial burdens while maintaining strict penalties for serious violations to promote ease of doing business and investor confidence.
