      Summary: Amendment under section 14(2) of the Customs Act, 1962 substitutes TABLE-1, TABLE-2 and TABLE-3 of Notification No. 36/2001-Customs (N.T.) to fix tariff values in US dollars for specified imported commodities. The substituted Tables set commodity-specific tariff values per metric tonne or per unit for palm oils and palmoleins, crude soyabean oil, brass scrap, poppy seeds, areca nuts, and for gold and silver where certain notification benefits are availed, thereby updating valuation benchmarks for customs duty assessment.

      Income-tax (8th Amendment) Rules, 2013 - Insertion of Rule 21AC AND FORM NO. 10FC
      Summary: Insertion of rule 21AC requires an authorisation in Form No.10FC for payments to financial institutions in notified jurisdictional areas, with the first copy deposited with the financial institution and a second copy plus evidence submitted to the Assessing Officer; the authorisation must be made legally enforceable and includes an irrevocable waiver of data protection and banking secrecy. For transactions with specified persons in notified areas the assessee must maintain ownership structure, multinational group profile, business description and other relevant documents up to the return filing date and retain them for eight years.

      Summary: A Core Committee is constituted to oversee implementation of the cadre restructuring, process and approve Sub-committees, coordinate their work, secure necessary clearances, and ensure timely progress. The Committee will facilitate DPCs for Apex grade grants, prepare analyses and policy recommendations on promotions/up-gradations and inductions, and assist Sub-committees addressing recruitment modalities, allocation of posts, directorate restructuring, amendments to recruitment rules and infrastructure needs. The Directorate of HRD will serve as Secretariat, providing coordination, data and specialist inputs, with weekly reviews and periodic briefings to the Board.

      Import of Gold by Nominated Banks /Agencies
      Summary: Nominated banks, agencies and permitted trading houses may import gold only to meet genuine needs of gold jewellery exporters; Letters of Credit for such imports must have a 100 per cent cash margin and imports must be on Documents against Payment (DP) basis. Imports on DA or enabled by suppliers'/buyers' credit or on unfixed price terms must comply with the cash margin and DP discipline. Loan basis imports remain permitted solely for on lending to exporters of jewellery. AD Category I banks must ensure compliance and these directions are effective immediately.
