      Seeks to amend Notification No. 38/1/2017 Fin(R&C) (186), dated the 15th December, 2020
      Summary: Amendment modifies an earlier GST notification by substituting operative dates in its opening paragraph under powers conferred by Section 128 of the Goods and Services Tax Act: replacing "31st day of March" with "30th day of June" and "1st day of April" with "1st day of July," confined to the first paragraph of the cited notification.

      G.O. Ms. No. 9 - dated - 10-5-2021 - Puducherry SGST
      Amendment in Notification G.O. Ms. No. 6, dated the 14th January, 2019
      Summary: The amendment waives the late fee under section 47 for specified classes of registered persons who failed to furnish FORM GSTR-3B by the due date for designated tax periods, by providing class specific additional filing windows. It distinguishes taxpayers by aggregate turnover bands and by the manner of liability under section 39, setting the length of the waiver window for each class and tax period, and is deemed to have come into force from 20 April 2021.

      Provide relief by lowering of interest rate for the month of March and April, 2021
      Summary: Amendment inserts table entries prescribing temporary reduced interest for late GST returns for March and April 2021: taxpayers with aggregate turnover above rupees 5 crores face 9 per cent interest for the first 15 days from the due date and 18 per cent thereafter; taxpayers with aggregate turnover up to rupees 5 crores (monthly, proviso monthly, and quarterly filers) have nil interest for the first 15 days, 9 per cent for the next 15 days, and 18 per cent thereafter. The notification is effective from 18 April 2021.

      Puducherry Goods and Services Tax (Second Amendment) Rules, 2021.
      Summary: Insertion to Rule 26(1) permits persons registered under the Companies Act to furnish the return in FORM GSTR-3B and outward-supply details in FORM GSTR-1 or via the Invoice Furnishing Facility, provided such filings are verified through Electronic Verification Code (EVC).

      Amendment in Notification G.O. Ms. No. 34, dated the 5th August, 2019
      Summary: The amendment requires specified persons to furnish the annual composition return in Form GSTR-4 for the financial year ending 31st March, 2021, by 31st May, 2021, as an added proviso to the earlier notification, and declares the notification to be effective from 30th April, 2021.

      Tripura State Goods and Services Tax (Second Amendment) Rules, 2021
      Summary: The amendment permits registered persons under the Companies Act, 2013 to, during 27th April, 2021 to 31st May, 2021, furnish the return under section 39 in FORM GSTR-3B and the details of outward supplies under section 37 in FORM GSTR-1 or using the invoice furnishing facility, with such submissions verified through electronic verification code (EVC).

      Notification to waive penalty payable for non-compliance of provisions of Notification No. F.1-11(91)-TAX/GST/2020(Part-II), dated the 20th May 2020
      Summary: Waiver of penalty is granted to registered persons for non compliance with the specified GST notification during the defined period, conditional on those persons complying with the notification's provisions from the subsequent stipulated date.

      Central Government specifies the pension fund, namely, the Indo-Infra Inc.
      Summary: Central Government designates Indo Infra Inc. as the specified person under clause (23FE) of section 10 for eligible investments in India until the 31st day of March, 2030, conditional on filing returns with a compliance certificate, quarterly investment intimations, segmented accounting for exempt investments, continued Canadian regulatory status, asset use restrictions to serve beneficiaries only, prohibition on borrowings for investment in India, and non participation in investee day to day operations except for protective monitoring rights.

      Changes introduced through the Customs (Import of Goods at Concessional Rate of Duty) Amendment Rules, 2021
      Summary: The IGCR Rules now permit Job Work under concessional import treatment (excluding sensitive sectors), allow importers to bring capital goods at concessional duty and later clear them on payment of differential duty and interest, and bring certain end use exemptions within the IGCR procedural framework. Importers must give a one time prior intimation, furnish a continuity bond, provide consolidated pre import intimations, maintain and produce detailed accounts, file quarterly returns, and face duty, interest and prescribed penalties for non compliance. CBIC is enabling electronic compliance via ICEGATE and email communications.
