      Summary: Definitive anti-dumping duty is imposed on imports of Ursodeoxycholic Acid from China PR and Korea RP, calculated as the difference between landed value and specified reference prices per unit where landed value is lower. The notification specifies tariff coverage, producer-specific and residual reference prices, unit and currency, clarifies landed value as assessable value under the Customs Act excluding certain duties, and mandates the exchange rate and relevant date for conversion. The duty is payable in Indian currency and effective for a five-year period from the provisional-duty commencement date, subject to exclusion for a specified lapse period.

      Rationalisation of late fee for GSTR-9 and Amnesty to GSTR-9 non-filers.
      Summary: The notification prescribes a rationalised late fee regime for annual returns under section 44 for 2022 23 onwards, setting per day rates with a maximum cap calculated at 0.02% of turnover for specified turnover classes, and establishes an amnesty window during which late fees in excess of ten thousand rupees under section 47 will be waived for filers of returns for earlier financial years when furnished within the announced period.

      Amnesty scheme for deemed withdrawal of assessment orders issued under Section 62.

      Extension of time limit for application for revocation of cancellation of registration
      Summary: Affected persons whose registrations were cancelled under specified clauses and who missed the statutory period may apply for revocation until 30th June, 2023; applications must be filed only after furnishing all returns due up to the effective date of cancellation and paying the tax, interest, penalty and late fee shown in those returns, and no further extension will be available. The class includes those whose appeals were rejected for failure to meet the original time limit.

      Summary: The Karnataka amendment waives late fee amounts in excess of two hundred and fifty rupees for registered persons who did not furnish composition scheme returns for specified past periods, and fully waives late fee where the total State tax declared in the return is nil, provided the outstanding returns are furnished in the prescribed form within the specified amnesty filing period.

      Exemption from specified income U/s 10(46) -‘Greater Noida Industrial Development Authority’ an Authority constituted by the state government of Uttar Pradesh notified.
      Summary: Notification under clause (46) of section 10 notifies Greater Noida Industrial Development Authority as entitled to exemption for specified incomes: receipts from disposal of land, buildings and other properties; rents, fees and charges from such disposals; interest/penalties on deferred payments from allottees; water, sewerage and municipal charges from allottees; and interest on these receipts. The exemption is conditional on no engagement in commercial activity, unchanged nature of activities and income across the financial years, and filing returns under clause (g) of section 139(4C); applied for FY2020-2021 to 2022-2023.

      Summary: Where separately conducted Call Auction sessions on multiple exchanges produce equilibrium prices whose percentage difference exceeds the applicable price band, exchanges shall compute a Common Equilibrium Price as the volume weighted average of those equilibrium prices, set that CEP in their trading systems, apply uniform first day price bands around the CEP, and carry forward only unexecuted pending Call Auction orders that lie within that band to the normal trading session.

      Guidelines with respect to excusing or excluding an investor from an investment of AIF
      Summary: An AIF may excuse an investor when legal advice indicates participation would violate law or where the investor's internal policy prohibits participation, with an obligation to report policy changes within fifteen days; partial excusal for fund investors is permitted proportional to underlying contributions. An AIF may exclude an investor if the manager concludes participation would render the scheme unlawful or materially adversely affect it, and the manager must record the rationale and supporting documents.

      Direct plan for schemes of Alternative Investment Funds (AIFs) and trail model for distribution commission in AIFs
      Summary: SEBI requires AIF schemes to offer a Direct Plan without any distribution or placement fee and to onboard investors referred by registered intermediaries under the Direct Plan. AIFs must disclose any distribution/placement fee at onboarding. Category III AIFs may only remunerate distributors on an equal trail paid from the manager's management fee with no upfront payments, while Category I and II AIFs may pay up to one-third of distribution fees upfront and the remainder on equal trail over the fund's tenure.

      Summary: The Public Notice imposes country-wise quantitative restrictions on Isopropyl Alcohol imports for 2023-24 and prescribes online application procedures for Registration Certificates (RCs) valid to year-end, with a filing deadline of 20 April 2023 and disclosure of past imports. RC utilization is subject to quarterly review and adjustment: quarterly imports cannot exceed that quarter plus the next; over-utilisation is deducted from the following quarter while unutilised QR rolls forward; exhausted country-specific QR may be met from residual allocations of other countries. The Directorate may cap any single RC and modify allocation modalities.
