      Summary: Identification of several greenfield industrial nodes for development under the Delhi Mumbai Industrial Corridor (DMIC) has been announced, specifying named locations across multiple states.       Fixation of Traiff Values - Edible Oils, Brass Scrap, Poppy Seeds, Areca Nut, Gold and Sliver etc, (including Crude Palm Oil, RBD Palm Oil, Others)
      Summary: The Central Board of Indirect Taxes and Customs, under section 14(2) of the Customs Act, 1962, substitutes TABLE-1, TABLE-2 and TABLE-3 in the principal tariff-value notification to fix tariff values for specified imported goods: TABLE-1 for edible oils and brass scrap per metric tonne; TABLE-2 for gold and silver in specified forms with qualifying explanations; and TABLE-3 preserving the tariff value for areca nut. The amendment applies where notification benefits are availed and takes effect from the stated date.

      FTX.56/2017/Pt-V/74 - dated - 24-1-2022 - Assam SGST
      Seeks to extend the due date for filing FORM GSTR-4 for financial year 2020-21 to 31.07.2021.
      Summary: Extension of the filing deadline for Form GSTR-4 for financial year 2020-21 by substituting the earlier due date with a later date; the amendment is effected by state notification and is deemed to have come into force from the original deadline, thereby altering the compliance timeline for taxpayers required to file the return.

      Summary: Inserts the words "a government department, a local authority," after "notifies registered person, other than" in Notification No. FTX.56/2017/Pt-II/545 to exclude those entities from the e invoice issuance requirement; the amendment is declared to have retrospective effect from the earlier commencement date and is issued under the Assam GST Rules' delegated rule-making power.

      Seeks to provide the concessional rate of SGST on Covid-19 relief supplies, up to and inclusive of 30th September 2021
      Summary: The notification prescribes a concessional SGST regime for specified Covid 19 relief goods by listing items by tariff heading and capping state tax to the rate set against each entry. It applies retrospectively from mid June 2021 through the end of the relief period and covers medicines, diagnostic kits, medical devices and related supplies, with certain pharmaceuticals attractng nil SGST and other items subject to specified concessional rates.

      Seeks to amend notification No. 11/2017- (Rate) [FTX.56/2017/24 dtd. 26/06/2017] so as to notify GST rates of various services as recommended by GST Council in its 44th meeting held on 12.06.2021.
      Summary: Amends the State Tax rate notification by inserting a proviso that the central tax on the specified services shall be levied at a reduced rate of 2.5 per cent for the period beginning 14th June, 2021 and ending 30th September, 2021, with retrospective effect from the commencement date; issued under the Assam GST Act and on the GST Council's recommendations to vary the rate entry in Notification No.11/2017-State Tax (Rate).

      03/2021-STATE TAX (RATE) - dated - 24-1-2022 - Assam SGST
      Seeks to amend notification No. 06/2019 (Rate) [FTX.56/2017/Pt-II/270 dtd. 03/06/2019] so as to give effect to the recommendations made by GST Council in its 43rd meeting held on 28.05.2021.
      Summary: Amendment substitutes the prior wording to require that tax liability for a project be recognised "in a tax period not later than the tax period in which the date of issuance of the completion certificate for the project, where required, by the competent authority, or the date of its first occupation, whichever is earlier, falls," and replaces the phrase referencing liability timing with ", who shall." The amendment is stated to take effect from 2nd June, 2021.

      02/2021-STATE TAX (RATE) - dated - 24-1-2022 - Assam SGST
      Seeks to amend notification No. 11/2017 (Rate) [FTX.56/2017/24 dtd. 29/06/2017] so as to notify Assam GST rates of various services as recommended by GST Council in its 43rd meeting held on 28.05.2021.
      Summary: The notification amends the Assam GST rate table to allow a landowner promoter to utilise input tax credit charged by a developer promoter for tax on apartments supplied by the landowner promoter in the same project, and inserts maintenance, repair or overhaul services for ships and vessels as a distinct taxable service entry with the specified rate; the changes are effective retrospectively from 2 June 2021.

      Seeks to amend notification No. 1/2017 (Rate) [FTX.56/2017/14 dtd. 29/06/2017] to prescribe change in Assam GST rate of goods.
      Summary: Amends Notification No. FTX.56/2017/14 to revise Assam SGST entries: under Schedule I at the 2.5% rate, substitute "9503" for the entry in column (2) against S. No. 259A; and insert a new List 1 serial (231) to include Diethylcarbamazine. The amendment is issued under section 9(1) and section 15(5) of the Assam GST Act and is deemed effective from 2 June 2021.

      Summary: Commissioner of State Tax authorises a named Proper Officer to exercise specified enforcement and investigatory powers under the Delhi Goods and Services Tax Act, 2017 in relation to a named taxpayer, while expressly restraining the jurisdictional Proper Officer from exercising those powers for the same taxpayer for a time limited period of 120 days or until further orders.

      Summary: The Commissioner delegates investigative and enforcement powers under sections 69, 70, 71, 73 and 74 of the Delhi GST Act to a named Proper Officer for a specific taxpayer, imposing a temporal and exclusive restriction preventing the jurisdictional Proper Officer from exercising those powers with respect to that taxpayer during the notification period or until further orders.

      Summary: The Commissioner, State Tax has conferred powers under section 69, section 70, section 71, section 73 & section 74 of the Delhi Goods and Services Tax Act upon the named Proper Officer in respect of the specified taxpayer. The notification is effective for 120 days or until further orders, and during that period the jurisdictional Proper Officer shall not exercise those powers with respect to the specified taxpayer.

      Amendment in Notification no. 17/GST-2, dated 31.03.2020 (to implement e-invoicing for taxpayers having aggregate turnover exceeding ₹ 20 Cr. from 01st April, 2022)
      Summary: Amendment to the Haryana Excise and Taxation Department notification substitutes the previously specified higher turnover threshold with a lower turnover threshold for mandatory e invoicing under sub rule (4) of rule 48 of the Haryana GST Rules, expanding the class of taxable persons required to issue e invoices and taking effect from the first day of April of the stated year.

      Income-Tax Deduction from salaries during the Financial Year 2021-22 Under Section 192 Of The Income-Tax Act, 1961.
      Summary: Income-tax deduction at source from salaries for financial year 2021-22 is to be made under section 192 on estimated salary income at the average rate for the year, after considering exemptions, deductions and relief. The circular explains salary, perquisites and profits in lieu of salary, the concessional tax regime under section 115BAC, the treatment of salary from more than one employer, arrears or advance salary, and the obligation to furnish particulars of perquisites and supporting evidence. It also sets out the applicable tax rates, surcharge, cess, TDS deposit, statement filing, Form 16 and Form 12BA requirements, and the principal Chapter VI-A deductions available to employees.
