Domestic consumption expansion targets lower-tier markets through improved retail channels, distribution networks, employment support and household income opportunities.
China has introduced measures to strengthen domestic consumption in counties, smaller cities, townships and rural areas. The measures include upgrading township commercial centres, rural markets and local fairs; encouraging domestic and international brands to establish regional debut stores; and reusing existing land resources to improve services. They also seek better services for elderly persons and children, stronger urban-rural distribution networks, county-level employment and resident income channels. The strategy supports a shift towards household consumption amid weak domestic demand, property-sector pressures and subdued consumer sentiment.

Currency management preserves monetary sovereignty through clean notes, secure logistics, decentralised distribution, durable banknotes, and sustainable cash-cycle operations.
Currency management supports trust in cash and monetary sovereignty through demand planning, secure production, distribution, replacement, and disposal. The Clean Note Policy requires good-quality banknotes to be available in required denominations and locations, with unfit notes continuously withdrawn and replaced. A decentralised Currency Chest network distributes fresh currency, processes returned notes, supports linked bank branches, and operates under licensing, real-time reporting, inspection, and audit requirements. Current priorities include managing uncertain cash demand, improving note durability, and reducing the carbon footprint of the cash cycle.

SAFTA origin fraud in areca imports allegedly enabled improper duty exemption through false Bangladeshi-origin declarations.
SAFTA preferential duty treatment for areca-nut imports was allegedly misused by falsely declaring goods originating in South-East Asian countries as Bangladeshi origin. Since areca nuts normally attract 100% basic customs duty, the scheme sought to obtain the full SAFTA exemption reserved for qualifying Bangladeshi goods meeting Rules of Origin requirements. The alleged mechanism included routing goods through Bangladesh, changing containers and bags, using improperly obtained Certificates of Origin, and facilitating clearance through importers, Customs Brokers and IEC holders. Investigative findings also indicated cash proceeds, hawala channels and dummy entities.

Setting Up of Industries

Planning Commission set up an Inter-Ministerial Task Group for Redressal of Growing Regional Imbalances in August 2004. The Task Group identified 170 districts on 17 chosen parameters for backwardness including preponderance of agricultural labourers in the population, per capita credit-deposits, infrastructure and institutional facilities and percentage of Scheduled caste and Scheduled Tribe as overall proxy for regional backwardness. The Backward Regions Grant Fund (BRGF) was launched in August 2006. The programme covering 272 districts continued during the 11th Five Year Plan.  As exercise is being undertaken to restructure BRGF including identification of backward areas for the 12th Five Year Plan. No study has been conducted to identify industrially backward region of the States for their development.

State-wise details of industries set up  as reflected in Industrial Investment Intentions in terms of IEMs filed, Letters of Intent Issued and Direct Industrial Licence granted during the last three years in the country is at Annexure 1(A&B).

Details of financial Assistance provided under Central Capital Investment Subsidy scheme, Central Interest Subsidy Scheme and Central Comprehensive Insurance Scheme  to the Special Category States of Jammu & Kashmir, Himachal Pradesh  and Utarakhand are in Annexure 2. From 2002-03 to 2011-12, employment generated was 68,393 in Jammu & Kashmir, 1,05,452 in Himachal Pradesh  and 3,18,890 in Utarakhand. Requests from other states have been received for similar packages, but it has been the consistent stand of the Government not to announce any fresh package in view of the fact that the above mentioned special category States have adverse geographical locations due to hilly and remote terrain and other specifications. There is no proposal to extend any such incentives to other States.
