Input tax credit mismatch alone cannot support fraud-based GST demand without an assessing officer's recorded satisfaction of fraud or suppression.
Section 74 GST demand proceedings require the assessing officer's independent satisfaction of fraud, wilful misstatement or suppression of facts. An input tax credit mismatch or alleged short payment alone cannot establish these conditions. Unsupported assertions of suppression for invoking extended limitation are insufficient, and audit objections cannot replace the assessing officer's satisfaction. A show cause-cum-demand notice lacking factual allegations of a deliberate device to evade tax or avail excess input tax credit is vulnerable.

Foreign investment liberalisation proposals receive industry support, subject to preserving AIF treatment, grandfathering, and prospective application.
Proposed foreign-investment liberalisation, including treatment of stakes below 10 per cent and a greater role for market forces in valuation, is welcomed. Preservation of the existing treatment of Alternative Investment Funds under the IOCC framework is emphasised, together with grandfathering of transactions and funds undertaken under the current regulatory position. Newly introduced requirements should operate prospectively to support a simpler, predictable and investment-friendly foreign-investment framework.

Credit lifecycle consistency requires facility-specific treatment so UPI-linked credit records, repayments and customer obligations remain aligned.
CARD91's Credit Lifecycle Consistency Framework calls for facility-specific treatment of Credit Line on UPI transactions and continuing credit events. Credit limits, outstanding balances, repayments, refunds, reversals and EMI conversions should be accurately connected to the relevant customer account and applied according to the underlying facility's terms. Bank policy, customer consent, transaction controls and portfolio actions should remain aligned. Customer-facing applications, statements and alerts should consistently reflect available credit, outstanding obligations and repayment schedules, while disputes and manual corrections follow documented, reviewable processes.

Non-revolving credit lines require term-loan structures supporting multiple drawdowns without replenishing sanctioned limits for NBFC lending products.
Proposed restrictions on revolving credit facilities for most NBFCs would generally require credit products to operate as term loans, rather than facilities in which principal repayment automatically restores the available borrowing limit. Compliance may require technology capable of managing multiple drawdowns within an approved sanction, separate repayment schedules, amortisation and servicing workflows, while preventing repaid principal from replenishing the sanctioned limit.

Reciprocal trade tariffs intensify as negotiations confront market access, cultural protections, industrial safeguards, and sovereignty concerns.
US-Canada tariff escalation involves reciprocal import duties following failed negotiations over market access and trade in dairy, alcoholic beverages, automobiles, steel, aluminium and softwood lumber. United States tariff action relies on a rarely used trade-law power permitting duties against countries considered to discriminate against American businesses, without a prior investigation or stated time limit. Negotiations also raised concerns about protection of major industries, cultural protections and Canada's freedom to conclude trade agreements with other countries.

Customs classification of unassembled vehicle imports requires fresh hearing after reserved tax challenge was released without verdict.
The dispute concerns customs classification of imported unassembled vehicle parts. Customs authorities allege that parts imported in separate shipments should have been declared as completely knocked down (CKD) units, attracting the higher duty applicable to CKD imports, rather than as individual components subject to lower duty. The manufacturer contests the resulting customs demand. Proceedings have been released for fresh hearing before the regular indirect-tax writ bench, with status quo maintained for four weeks.

Foreign-exchange market intervention and lower crude prices supported rupee appreciation, while USD/INR remained range-bound amid shifting dollar conditions.
Foreign-exchange market conditions supported rupee appreciation against the US dollar, driven by stronger domestic equity markets, a weaker US dollar and lower crude oil prices. The USD/INR pair remained broadly range-bound, with oil-price movements and Reserve Bank intervention identified as key near-term influences. The special USD-INR foreign-exchange swap facility for FCNR(B) deposits, overseas foreign-currency borrowings and external commercial borrowings mobilised substantial foreign-exchange inflows.

Section 301 tariffs may have lower impact where major exports remain outside their scope amid resilient domestic demand.
Economic resilience is attributed to buoyant domestic demand, increased manufacturing and services activity, improving liquidity conditions, credit growth, investment activity and rebounding foreign capital inflows. Recovery in the southwest monsoon improved kharif sowing and reservoir storage, partly mitigating agricultural-sector risks. US Section 301 tariffs are expected to have a comparatively lower effect because major Indian exports to the United States, including smartphones, petroleum products and pharmaceuticals, remain outside their scope. Foreign direct investment improved with higher gross inflows, while outward foreign direct investment continued to decline.

BIS certification exemptions may be structured for high-tech manufacturers to ensure timely equipment imports and support domestic manufacturing operations.
Mandatory Bureau of Indian Standards (BIS) certification requirements for equipment and components used by high-technology manufacturers may be addressed through a proposed exemption framework. Possible exemptions may be structured at the company, industry, product, project or bulk level to support timely availability of imported equipment, goods and services for manufacturing operations. The approach is directed at high-technology industries generally, particularly semiconductor and artificial intelligence sectors, while addressing delays associated with mandatory certification and complex procedures for specialised imported parts and equipment.

Over 9.5 crore toilets built across India since the launch of Swachh Bharat Mission

Over 5.5 lakh villages declared ODF

SBM provides access of toilets to 93.1% of households

30 states/UTs are 100% covered with IHHL

ODF results in reducing deaths due to diarrhea and malaria

The Union Minister for Finance and Corporate Affairs, Smt. Nirmala Sitharaman tabled the Economic Survey 2018-19 in Parliament today.  The Economic Survey has outlined the progress made in the Swachh Bharat Mission (SBM) that was initiated in 2014 to achieve universal sanitation coverage by 2nd October 2019. This flagship programme is one of the largest cleanliness drive as well as an attempt to effect behavioural change in the world. Through SBM, 99.2 per cent of rural India has been covered in the last four years. Since October 2014, over 9.5 crore toilets have been built all over the country and 564,658 villages have been declared Open Defecation Free (ODF). As on 14 June 2019, 30 States/UTs are 100 per cent covered with Individual household Latrine (IHHL). SBM has significantly improved health outcomes.

SBM has helped reduce diarrhea and malaria among children below five years, still birth and low birth weight (new born with weight less than 2.5 kgs). This effect is particularly, pronounced in districts where IIHL coverage was lower is 2015. SBM is one of the largest cleanliness drives in the world and has brought in a remarkable transformation and traceable health benefits. The focus under this mission has not just been on construction of toilets but also on effecting a behavioral change in the communities. The result has been substantial gains in health parameters as shown by various studies. The gains from the cleaner India are important inputs, directly as well as indirectly, for achieving broader economic development objectives.

SBM adopts a multi-faced approach including:

a.       Community participation: Ensuring appropriate participation of the beneficiary/communities, financially or otherwise, in the setting up of the toilets to promote ownership and sustained use.

b.      Flexibility in Choice: SBM offers flexibility by building in a menu of options so that the poor/disadvantaged families can subsequently upgrade their toilets depending upon their requirements and their financial position.

c.       Capacity Building: SBM augments the institutional capacity of district to change behavior at the grassroots level and strengthen the capacities of implementing agencies so that the programme could be rolled in a time-bound manner and collective outcomes could be measured.

d.      Instill Behavior change: Incentiivizing the performance of State-level institutions to implement activities for behavioral change among communities.

e.       Broad-based Engagement: SBM set up the Swachh Bharat Kosh to encourage Corporate Social Responsibility and accept contributions from private organizations, individuals and philanthropists.

f.       Use of Technology: Information technology and social media is imperative to this program as it allows citizens to keep a check on the availability of toilets for every rural household in India. Nearly 90 per cent of all SBM toilets have already been geo-tagged. Many mobile applications have been launched by not only the government but also by few citizens, which direct the municipal corporations’ attention towards unclear areas.

g.      Under SBM, an incentive of ₹ 12,000 is provided for construction of individual Household Latrines (IHHL) to eligible beneficiaries in rural areas and covers for provision of water storage. The central share for the incentive provided for IHHLLs is 60 per cent and the State share is 40 per cent. For North Eastern States, Jammu and Kashmir and Special Category States, the central share is 90 per cent and the State share is 10 per cent. Additional contributions from other sources are also permitted. A total of ₹ 51,314.3 crore has been allocated since 2014-15 for SBM, out of which ₹ 48,909.2 crore has been released (95.3 per cent). Additionally, a provision was made for Extra budgetary Resources of ₹ 15,000 crore of which ₹ 8,698.20 crore has already been drawn.

h.      As a result of the efforts of the Government, as on date, 98.9 per cent of India has ben covered under SBM. The total number of household toilets constructed from 2014 till 2018 shows a rapid progress over the last few years starting from less than 50 lakh household toilets per year and reaching up to over 3 crore toilets per year. A major focus of SBM has been on making villages Open Defecation Free (ODF). ODF would mean the termination of faecal-oral transmission, defined by i) no visible faeces found in the environment/village and ii0every household as well as public/community institution(s) using safe technology option for disposal of faeces. The number of ODF village have significantly increased since 2015 as on 29.05.2019, 5,61,014 villages (93.41 per cent), 2,48,847 Gram Panchyats (96.20 per cent)- 6,091 blocks (88.60 per cent) and 618 districts (88.41 per cent) have been declared ODF.

Solid and Liquid Waste Management (SLWM)

Economic Survey says that “Solid and Liquid Waste Management (SLWM) is another major component of SBM Mission. Many states have undertaken activities such as construction of waste collection centres, menstrual hygiene management activities, installation of bi-gas plants, construction of compost pits, installation of dustbins, system for collection, segregation and disposal of garbage, construction of drainage facility and leach pits and construction of soak pits and stabilization ponds.”

In terms of the impact of SBM on the physical environment, a very recent study by UNICEF, in association with MoDWS indicates considerable impact on combating contamination of water, soil and food. The findings from the study indicate that these substantial reductions may potentially  be attributed to the improvement in sanitation and hygiene practices, as well as supportive systems such as regular monitoring.

Way Forward

Economic Survey says that “SBM has brought in a remarkable transformation and traceable benefits to the society as a whole. It is one of the largest cleanliness drives in the world. Many States have achieved the status of 100 per cent ODF and IHHL coverage, thereby has led to a sea change in the dignity of people, especially women. This mission acts as a driver for eliminating the gender disparity through the construction of gender-specific latrines in public areas such as schools, roads and parks. This public movement will have indirect positive impact on society by increasing the enrolment ratio of girls in schools and improving health standards.”

India’s phenomenal journey towards sanitation for all have ensured the social, environmental and economic gains by ensuring that the behevioural change gets rooted in people’s consciousness. The mission has brought one of the largest behavioral change in its citizenry. The mission mirrors the National Developmental priorities by focusing on the gender equality and women empowerment. Importantly, it is also aligned with the 2030 global sustainable development agenda and SDGs especially the SDG 6.2- “By 2030, achieve access to adequate and equitable sanitation and hygiene for all, and end open defecation, paying especial attention to the needs of women and girls and those in vulnerable situations”.
