Intergovernmental trade coordination strengthens state participation in export promotion through a policy council mechanism.
The Council for Trade Development and Promotion, constituted on 03.07.2015 under the chairpersonship of the Union Minister for Commerce and Industry to implement aspects of the Foreign Trade Policy 2015-20, facilitates continuous dialogue between the centre and states to create a trade enabling environment and make states active partners in export promotion; membership includes State Ministers, central Secretaries and heads of export organisations, and meetings are held periodically.

Public stockholding protections remain in force, while WTO work advances on fisheries subsidies, e commerce moratoria, and TRIPS.
Public stockholding for food security is protected by an interim mechanism, preserving India's foodgrain procurement at Minimum Support Prices until a permanent WTO solution is adopted. The Conference left agriculture outcomes unresolved for lack of consensus. A Work Programme on fisheries subsidies was agreed, moratoria on customs duties for electronic transmissions and on TRIPS non violation complaints were extended, and several new issue proposals without consensus were not advanced.
