Biometric Aadhaar authentication becomes essential for domestic LPG consumers seeking regulated subsidised refill bookings, while market-price supply remains available.
Biometric Aadhaar authentication is required from October 1 for domestic LPG consumers to book subsidised refills at the regulated retail selling price. Authentication can be completed through delivery personnel, distributor showrooms or designated mobile applications. Consumers unwilling or unable to authenticate may obtain LPG at the applicable market price without subsidy after registering their choice through specified digital channels. The framework distinguishes subsidised LPG linked to Aadhaar-authenticated consumers from market-priced LPG and seeks targeted subsidy delivery, reduced leakage, and prevention of diversion, duplicate connections and ineligible access.

Competitive Tender Conditions: allegations question replacement of a public-sector power project with terms allegedly favouring a single supplier.
Allegations of tender tailoring concern the replacement of a proposed UJVN-THDC public-sector thermal project with long-term procurement of 1,320 MW from a private generating plant. Congress alleges that 84 of 86 tender conditions were revised after the public-sector venture was abandoned, producing terms suited to an existing Korba expansion acquired by Adani Power through insolvency proceedings. The objections include plant-location flexibility, transmission costs for supply to Uttarakhand, and a 75% fixed-charge ceiling, which are alleged to narrow competition and shift long-term costs to consumers.

Perpetual lease termination and public-premises eviction challenge turns on privity, statutory jurisdiction bar, and interim protection.
Challenges concern termination of Delhi Gymkhana Club's perpetual lease and a show-cause notice seeking eviction. The Government maintains that a member who is not party or privy to the bilateral lease has no personal estate in the land or right to restrain contractual resumption. It also contends that the Public Premises (Eviction of Unauthorised Occupants) Act bars civil-court eviction proceedings and injunctions against estate-officer action. The challengers seek a stay or status quo, arguing that the notice prematurely assumes valid lease termination.

Government takeover challenge enables members to contest lease resumption, eviction proceedings, and unelected club management through constitutional property-rights claims.
Eleven Delhi Gymkhana Club members challenge the Central Government's lease resumption and proposed eviction proceedings, alleging a colourable exercise of power and violation of constitutional property protections. They contend that no specific public-purpose project, supporting material, compensation or defence endorsement was disclosed. The dispute also concerns government-nominated management following supersession of the elected committee, delayed restoration of elected control, and an alleged conflict arising from governmental influence over both the lessor and the Club's management. Retrospective ground-rent revision is challenged separately.

IAEA Board of Governors referral of Iran to the UN Security Council follows noncompliance with nuclear nonproliferation safeguards arising from failure to cooperate with an investigation into uranium traces at undeclared sites. Iran is called upon to remedy safeguards noncompliance and enable assurances on the non-diversion of nuclear material. Restricted access to affected nuclear sites has also prevented verification of Iran's enriched uranium stockpile. State-funded welfare schemes do not alone establish exclusionary conduct when fare benefits influence passenger choice and private operator revenues.
State-funded free travel for eligible passengers on specified public transport services does not ordinarily attract competition-law scrutiny merely because private operators lose passengers or revenue. Passenger preference arising from a fare concession, where the State bears the cost, does not by itself establish abuse of dominance, denial of market access, or unfair or discriminatory conditions. Differential commercial impact must be accompanied by independent exclusionary or unfair market conduct to constitute a competition-law contravention.

Homebuyer claims and delayed possession require a comprehensive proposal, while frozen accounts remain unavailable for insolvency operations.
Proceedings concerning delayed real-estate projects require a fresh comprehensive proposal addressing possession, refunds, delayed-possession compensation, and enforcement-related claims of all homebuyers across the developer's group entities. An inadequate proposal may lead to appointment of a High-Powered Committee to assume relevant responsibilities. Frozen bank accounts remain under restraint, and a request by the Insolvency Resolution Professional to operate an account for company affairs was not entertained. The proceedings also raise concerns over enforcement of real-estate regulatory directions and protection of homebuyers facing prolonged delays.

Aadhaar-based learning licence authentication faces challenge over age verification, identity safeguards, and compliance with prescribed licensing formalities.
Aadhaar-based online processing of learning and driving licence applications is challenged on the ground that Aadhaar is not valid proof of age and that reliance on Aadhaar details may enable issue of licences to underage applicants. Allegations that licences were issued using a deceased person's Aadhaar number and despite an obscene uploaded photograph raise identity-verification and security concerns. The Union and State maintain that Aadhaar alone does not result in licence issuance because prescribed formalities must also be completed.

AI-driven digital markets require competition scrutiny of autonomous pricing, self-preferencing, discriminatory pricing, tying, and market manipulation.
Artificial intelligence may accelerate anti-competitive conduct in digital markets through self-preferencing, discriminatory pricing, tying and market manipulation. Agentic AI may create particular concerns where it monitors competitors' prices and autonomously responds without direct human intervention. Competition law aims to prevent anti-competitive practices, promote competition, protect consumers and preserve freedom of trade, while allowing legitimate growth and innovation. Market dominance is not objectionable in itself; concern arises from abuse of dominance through exclusionary or exploitative practices.

Allahabad HC seeks Centre, UP response over learning licence issued in dead man's name

Lucknow, Sep 7 (PTI) The Allahabad High Court has sought responses from the Centre and the Uttar Pradesh government on a PIL challenging the Aadhaar-based online system for issuing learning and driving licences after it was alleged that a learning licence was issued in the name of a deceased person.

A Lucknow bench of Justice Rajan Roy and Justice Syed Qamar Hasan Rizvi passed the order on a PIL filed by Santosh Mishra, who challenged Rule 11 of the Central Motor Vehicles Rules, 1989, and notifications issued under it relating to Aadhaar authentication.

The court directed that notice be issued to the Attorney General of India in view of the challenge to Rule 11 and listed the matter for hearing after six weeks.

The petitioner contended that under the existing online system, an applicant seeking a learning licence provides his Aadhaar number, following which details available in the Aadhaar database are accessed by the licensing authority and used to process the application.

He argued that Aadhaar is not a valid proof of age and, therefore, issuing a learning licence solely on the basis of Aadhaar details could be contrary to the Motor Vehicles Act. The system, he said, could potentially result in licences being issued to persons below the prescribed age of 16 or 18 years.

The petitioner placed documents before the court which, according to him, showed that a learning licence had been issued in the name of a deceased person using his Aadhaar number.

He also cited another instance in which an obscene photograph was allegedly uploaded online along with Aadhaar details, yet a learning licence was issued.

Mishra termed such incidents a "serious security concern" and submitted that they could even have implications for national security.

The Centre and the state government opposed the allegations, with their counsel submitting that merely providing an Aadhaar number does not automatically lead to issuance of a learning licence and that other prescribed formalities have to be completed.

The bench then asked the government counsel how a learning licence could have been issued in the name of a deceased person if the allegation was factually correct.

The government counsel, however, could not provide a clear answer to the court on the issue.

The matter was heard last week and the court's order was made available on Monday. PTI COR KIS KSS KSS
