The note prioritises three policy objectives to sustain near 9% growth: contain inflation-especially food inflation-via monetary tightening and targeted release of food stocks; raise farm productivity and incomes through integrated water and soil management, water efficient irrigation, productivity techniques and diversification; and close infrastructure gaps, chiefly in the power sector, by accelerating capacity creation, reforming distribution to attract private investment, and broadening fuel sources to improve competitiveness and enable industrial expansion.

India rejected a uniform banking-sector tax, citing strong regulation of its banks, absence of taxpayer-funded bailouts during the recent crisis, and existing measures such as the statutory liquidity ratio and cash reserve ratio; it favoured financial-sector reforms to enhance growth and stability while the G20 endorsed the principle that taxpayers should not pay for rescues and left the choice of mechanism to individual countries.

Consolidated FDI policy: unified six monthly framework replaces prior FDI regulations and rescinds earlier press notes.
A new Consolidated FDI Policy, effective April 1, 2010, creates a single unified FDI framework that integrates existing foreign exchange and regulatory provisions. The policy mandates issuance of a consolidated FDI document every six months and expressly rescinds earlier press notes, press releases and clarifications on FDI that were effective as of March 31, 2010, superseding prior FDI policy instruments.

Food Security proposals and entitlement expansion aim to extend subsidised grains and services to below poverty households.
The 2010-11 Budget advances inclusive development by proposing a draft Food Security Bill alongside reaffirmation of the National Rural Employment Guarantee Act and the Right to Education, while increasing allocations for rural development, financial inclusion funds, infrastructure programmes and targeted schemes such as rural housing, PURA and support for micro, small and medium enterprises. These entitlement, financing and infrastructure measures are presented within a fiscal consolidation framework to extend services and assets to poor and rural populations.

Permits successful telecom bidders to pay spectrum allocation fees from Rupee resources and thereafter refinance that payment with a long term ECB under the approval route, subject to raising the ECB within twelve months, Authorised Dealers monitoring end use, prohibition on domestic bank guarantees, and compliance with all other ECB conditions; amendment effective upon RBI notification under the Foreign Exchange Management Act.

Foreign investment policy rationalisation invites comments on portfolio, venture capital and private equity regulatory reforms.
A government working group will review and recommend rationalisation of non-FDI foreign inflows-including portfolio investments by FIIs/NRIs, FVCIs and private equity-aiming to curb regulatory arbitrage while maintaining KYC safeguards. Its terms of reference require analysis of investment forms (equity, derivatives, debt), scrutiny of participatory notes, reconsideration of Securities Transaction Tax and stamp duty treatment, identification of legal and regulatory bottlenecks, and formulation of short-, medium- and long-term legal and policy reforms, informed by earlier expert committee reports.
