Food Security proposals and entitlement expansion aim to extend subsidised grains and services to below poverty households.
The 2010-11 Budget advances inclusive development by proposing a draft Food Security Bill alongside reaffirmation of the National Rural Employment Guarantee Act and the Right to Education, while increasing allocations for rural development, financial inclusion funds, infrastructure programmes and targeted schemes such as rural housing, PURA and support for micro, small and medium enterprises. These entitlement, financing and infrastructure measures are presented within a fiscal consolidation framework to extend services and assets to poor and rural populations.
