Rail service expansion introducing new express, passenger, MEMU and DEMU services nationwide to enhance regional connectivity.
The Railway Budget 2013-14 announces launch of 67 new Express trains, 26 Passenger trains, 5 MEMU services and 8 DEMU services with varied frequencies (daily, weekly, bi weekly, tri weekly). Several services are AC, intercity, link or pilgrimage oriented, with some contingent on gauge conversion and at least one conventional service designated for replacement by MEMU rolling stock.

Introduction of 'Anubhuti' coaches in select long distance services to provide enhanced passenger ambience and modern onboard facilities and services, to be deployed on specified Shatabdi and Rajdhani routes in response to demand, and linked to a commensurate fare structure as announced in the Railway Budget.

Railway catering policy mandates arrangements with food testing laboratories and third party audits, proposes state of the art base kitchens within railway premises, and requires ISO certification for all base kitchens. A Centralized Catering Services Monitoring Cell with a toll free consumer line is established to receive and act on complaints and suggestions in real time, integrating audits with customer feedback to improve accountability and food quality.

Educational tourist train initiative with concessional fares to improve access and integrated pilgrim travel options.
Proposal to run an educational tourist train, Azadi Express, offering concessional fares to enable youth visits to freedom-movement sites. Announced complementary measures include expanding Executive Lounge facilities to seven stations, launching a multi-modal travel package with Jammu & Kashmir enabling a unified rail-bus ticket on a specified corridor, and exploring issuance of yatra parchis for pilgrims to Katra at booking, coordinated with the Mata Vaishno Devi Shrine Board and contingent on the commissioning of the rail line to Katra.

Rail safety measures strengthen infrastructure, signalling, collision avoidance systems and emergency response to improve passenger protection.
A comprehensive safety enhancement programme focuses on eliminating level crossings, upgrading track structure and signalling, trialling train protection and collision avoidance systems, inducting crash worthy coaches, deploying high speed accident relief trains, rehabilitating distressed bridges, and initiating a ten year corporate safety plan to coordinate and prioritise safety investments and measures.

Fire prevention measures expand detection systems and mandate portable extinguishers to strengthen onboard safety practices.
Targeted fire prevention measures establish a layered approach to onboard safety: pilot deployment of a Comprehensive Fire and Smoke Detection System; mandatory provision of portable fire extinguishers in Guard-cum-Brake Vans, AC Coaches and Pantry Cars; enhanced use of fire retardant furnishing materials in coaches; and social awareness campaigns promoting safe practices.

Women reservation in Railway Protection Force strengthens passenger security, increases female patrol companies, and improves reporting channels.
The Ministry mandates 10% vacancies reserved for women in Railway Protection Force recruitment and will expand women RPF companies (four created, eight planned) to bolster female presence in security roles. Women RPF personnel will escort Ladies Special local trains and be strengthened in field units. Sensitive sections and many trains will continue to receive police or RPF escort, and zonal railways have implemented security helpline numbers to enable passenger reporting and prompt intervention.

Complimentary rail pass entitlement expanded to parents of posthumous gallantry awardees; police awardees get annual 2AC companion pass.
Railways will provide a complimentary card pass in 1st Class/2nd AC to parents of posthumous unmarried recipients of designated gallantry awards. Police gallantry awardees are entitled to one annual complimentary 2 AC pass on Rajdhani/Shatabdi with one companion. Renewal for freedom fighter passes is extended from yearly to once every three years.

Urban rail capacity expansion through new metro corridors and longer rakes to increase suburban services.

The concept of an enhanced reservation fee has been abolished to simplify the fee structure, following the earlier discontinuation of the development charge.
