Deemed judicial proceedings grant authorities civil court powers for discovery and evidence, with IPC penal consequences.

The Authority, Appellate Authority and National Appellate Authority are vested with the powers of a civil court for discovery and inspection, enforcing attendance and examining persons on oath, issuing commissions and compelling production of books of account and other records, but not for purposes of Chapter XXVI of the Code of Criminal Procedure. Every proceeding before these Authorities is deemed a judicial proceeding within the meaning of specified Indian Penal Code provisions, so that relevant IPC penal consequences apply.
