From 1 October 2026, the FEMA (Export and Import of Goods and Services) Regulations, 2026 broadly require an Export Declaration Form (EDF) for exports of both goods and services.

  • Goods: EDF is generally required at the time of export; at EDI ports, the Shipping Bill serves as the declaration.

  • Services: EDF is generally required within 30 days from the end of the month in which the invoice is raised. A consolidated EDF may cover multiple service exports during the month.

  • Software: Software exports are brought within the broader EDF framework, replacing the earlier separate SOFTEX approach.

  • The Regulations were notified on 13 January 2026, but become effective 1 October 2026.

  • "Every exporter" should not be read absolutely; specific exemptions/special provisions must still be tested.

Accordingly, an Indian service exporter who previously did not file SOFTEX/EDF should generally expect EDF compliance from 1 October 2026, subject to applicable exceptions.
