Double Tax Avoidance Agreement are available in Tax Management India Websites, please locate the country to where the remittance will be made. Hence, you can have the full details.

If the market research is the income chargeable to tax in India, then the TDS would be application.

As regarding the rates for TDS, the same would be equal to tax on foreign entities or as per DTAA of the country whichever is lower.

Further Form 15CA and Forms 15CB is also required at the time of making remittance to Non Resident.
