Guide to Submitting FORM 19 for Duty-Free Exports Under Rule 19 and Downloading Annexure Format A user inquired about the procedure for submitting FORM 19 for exports and where to download the format. Responses clarified that FORM 19, also known as Annexure-19, is a statement for exporting excisable goods without duty payment under Rule 19. It must be submitted monthly to the Jurisdictional Range officer or Maritime Commissioner for merchant exports. Annexure-19 includes details on exports, proof of export, pending proofs, and non-receipt of proof over 180 days. It is essential for preparing the annual return under Annexure 63 for LUT/Bond renewal. Additional requirements apply for merchant exporters using bonds. (AI Summary)

Dear Sir,

Please suggest if it is required to be submitted by bond-holder only or UT-1 Holder also.

This return name is called Annexure-19, which is required to submit to the Jurisdictional Range officer for LUT or with the Maritime Commissioner office - if it is merchant export for the goods exported under Rule 19 without payment of duty.

This Annexure-19 must be submitted on monthly basis. There are 4 parts of this Annexure 19. Part - A exports made during the month without payment of duty under LUT / Bond. Part II Proof of Export received during the month. Part III. Pending Proof of exports to be received. Part IV - for non receipt of POE >180 for which payment and interest made details.

Based on this Annexure 19, annual return must be prepared under Annexure 63 for Renewal of LUT / Bond.

In addition to the above, if the goods using Bond under Merchant exporter scheme, they have to provide BG if they are not registered with C.Excise duty duty payment is less than 1Crores.
