MOOWR Scheme Registration through ICEGATE - Whether Any Further Action Required After Online Application Submission?

MOOWR registration requires departmental scrutiny, potential site verification, and completed permissions before duty-deferred warehouse operations commence.
MOOWR registration initiated through ICEGATE requires monitoring after filing and readiness for departmental scrutiny; online submission does not itself constitute approval or permit duty-deferred operations. Applicants should retain filing records, respond promptly to queries, and keep originals and supporting material available. Processing may include clarifications, verification, premises inspection, approval or licensing, and bond, security, and related formalities. Physical readiness of the bonded premises, records, inventory systems, security controls, and manufacturing arrangements may be examined before operations commence. (AI Summary)

Dear Experts,

We have applied for registration under the MOOWR Scheme (Manufacture and Other Operations in Warehouse Regulations, 2019) through the ICEGATE portal and successfully submitted the online application yesterday.

We would like guidance on the post-application process:

  1. After online submission, is any further action required from the applicant's side?
  2. Do we need to submit hard copies of the application and supporting documents to the jurisdictional Customs authority/Commissionerate?
  3. Will the Customs department first scrutinize the online application and raise any query/deficiency through ICEGATE before asking for physical documents?
  4. Is there any requirement for a site inspection or verification before approval?
  5. What is the typical process and timeline followed by Customs after filing the MOOWR application?

Request experts who have recently completed the MOOWR registration process to share their practical experience and any compliance requirements that should be taken care of at this stage.

Thank you in advance for your valuable guidance.

MOOWR Application - Post-Filing Summary

Since the application has been successfully submitted online through ICEGATE, the immediate focus should be on monitoring and readiness, rather than filing a duplicate application.

  1. Further action after submission:
Normally, no fresh application is required. Preserve the ICEGATE acknowledgement/reference number and complete submitted application. Monitor the portal and official communications for any query/deficiency and respond promptly.

  2. Hard-copy submission:
There is no basis to routinely submit a duplicate physical application merely because the online application has been filed. However, keep a complete physical file of all uploaded documents and originals readily available, because Customs may subsequently call for them.

  3. Customs scrutiny:
The application is expected to undergo departmental scrutiny. Queries/clarifications may be raised before approval. Therefore, do not assume that successful online submission itself constitutes approval.

  4. Site inspection:
Prepare on the assumption that Customs may conduct physical verification. The premises should be ready for verification of layout, bonded/storage areas, security/access controls, CCTV, records, inventory systems and the proposed manufacturing process.

  5. Likely sequence:
ICEGATE submission departmental scrutiny query/clarification, if any background/other verification premises inspection, where required Customs satisfaction approval/licence bond/security and other formalities commencement of MOOWR operations.

  6. Timeline:
There is no safe universal approval timeline to quote. A clean application may progress within a few weeks, but jurisdictional workload, queries, verification and site readiness can materially affect timing. Do not treat filing as an approval or as a statutory entitlement to approval within a fixed number of days.

Immediate recommendation

Keep ready a MOOWR inspection file containing the submitted application, acknowledgement, premises/layout documents, ownership/lease papers, process flow, inventory/accounting methodology, CCTV/security arrangements, warehouse records, bond/security documentation and all supporting documents uploaded on ICEGATE.

Most important: do not commence duty-deferred MOOWR operations merely because the application has been filed; wait until the requisite Customs permission/licensing and associated formalities are effectively completed.

The application will be scrutinised and any additional information / clarification will be sought by the officer. There would be a site visit as well. Its better to also intimate the jurisdiction office regarding application submission.
