Keeping in mind the narration of query, the services supplied by ABC are classifiable under Heading 9992 as "Education Services", since the principal supply is the delivery of university-approved educational instruction through its own faculty and infrastructure. Accordingly, the most appropriate classification is SAC 999249 - "Other higher education services".
